M-Pesa Payment Terms

These M-Pesa Payment Terms govern all financial transactions between you and PublicMoodTracker. By initiating a payment, you agree to these terms in addition to our Terms of Service. All transactions are processed by Safaricom's Lipa na M-Pesa platform under Safaricom's own Merchant Terms and Conditions.
1. Payment Method
PublicMoodTracker exclusively accepts payments via M-Pesa (Safaricom, Kenya). Card payments, bank transfers, and other mobile money platforms are not currently supported. A Kenyan M-Pesa-registered phone number is required for all purchases.

All prices include 16% VAT and applicable digital excise duty as required by the Kenya Revenue Authority. A KRA-compliant receipt is issued within 5 minutes of successful payment.
3. The Payment Process
3.1 STK Push (Recommended)
- Enter your M-Pesa phone number on the payment screen.
- Confirm the amount and click "Pay with M-Pesa".
- An STK push notification appears on your phone within 5–30 seconds.
- Enter your M-Pesa PIN on your phone (never on our website).
- You receive an M-Pesa confirmation SMS, and PublicMoodTracker activates your access within 30 seconds.
3.2 Paybill / Pay Bill Number
For users unable to receive STK push, payments may also be sent via M-Pesa Paybill:
- Business Number: [PublicMoodTracker Paybill Number]
- Account Number: Your registered phone number
- Access is activated within 5 minutes of payment matching your account.
4. Payment Confirmation and Receipts
- Safaricom sends an M-Pesa confirmation SMS immediately upon successful payment — retain this as proof of payment.
- PublicMoodTracker sends an email receipt to your registered email address (if provided) within 5 minutes.
- For WhatsApp subscribers, a receipt is sent via WhatsApp.
- Transaction records are available in your account dashboard under "Payment History".
- PublicMoodTracker retains transaction records for 7 years per KRA requirements.
5. Failed Transactions
A payment may fail for the following reasons:

| Wrong PIN entered | You have 3 attempts; after 3 failures, wait 24 hours or contact Safaricom. |
| STK push timeout (no response in 60 sec) | The request expires; retry from the payment screen. |
| Safaricom system downtime | Wait and retry; check Safaricom's status page. |
| Transaction limits exceeded (daily/monthly) | Contact Safaricom to review your M-Pesa limits. |
In all failed transaction cases, no amount is deducted and no access is granted. If your M-Pesa balance was deducted but access was not activated, contact payments@siasaiq.com immediately with your M-Pesa transaction reference.
6. Refund Policy
PublicMoodTracker payments are generally non-refundable given the digital nature of the service. Exceptions that qualify for a full or partial refund:

All refunds are processed to the originating M-Pesa phone number only. Refund requests must be submitted with the original M-Pesa transaction reference to payments@siasaiq.com.
7. Disputed Transactions
If you believe a transaction was unauthorised or incorrect, you must notify us within 7 days of the transaction date at payments@siasaiq.com. We will investigate within 5 business days and advise on the outcome. You may also raise a dispute directly with Safaricom via *234# or calling 100.
8. VAT and Tax
PublicMoodTracker is a registered VAT taxpayer with the Kenya Revenue Authority. All prices displayed include 16% VAT. A KRA-compliant electronic tax invoice (ETI) is issued for every transaction. Corporate users requiring formal VAT invoices for expense claims should contact finance@siasaiq.com.
9. Safaricom's Role
Safaricom processes all M-Pesa transactions and is subject to its own terms and conditions. PublicMoodTracker does not store your M-Pesa PIN, full phone number (only masked), or Safaricom account data beyond the transaction reference needed for access verification. Safaricom's privacy policy applies to all M-Pesa transactions.
